Marriage-license jurisdiction matters
Michigan county instructions distinguish residents and nonresidents. Start with the county where the marriage license must be filed, not simply the hotel’s mailing address:

If either applicant is a Michigan resident: apply through the county clerk where either applicant resides. The issued license is valid for a ceremony anywhere in Michigan.

If neither applicant is a Michigan resident: apply in the county where the ceremony will occur, and the license is valid only in that county.
That means an out-of-state couple marrying at a Leelanau County venue must use Leelanau County, while an out-of-state couple marrying at a Grand Traverse County venue must use Grand Traverse County. A Michigan-resident couple follows the resident-county rule even when the ceremony is in the other county. Confirm the venue’s actual municipality and county—the postal city “Traverse City” does not by itself establish Grand Traverse County—and verify identification, timing, and officiant requirements with the appropriate clerk.
